The National Combat Aircraft Development Cooperation Protocol, signed between the Azerbaijani Ministry of Defense and Turkish Aerospace (TUSAŞ) under the auspices of the Defense Industry Agency (SSB), aims to establish the working procedures and principles of cooperation with Azerbaijan for joint production. It also includes development efforts for the 5th generation National Combat Aircraft KAAN, intended for the Turkish Air Force.

The protocol also aims to assess Azerbaijan's capabilities for the KAAN Project, prepare for production in suitable facilities or companies, strengthen production capabilities, and facilitate the exchange of experiences.
