A Collaboration Protocol for cooperation in various fields of civil aviation was signed between the DGCA and STM.

The signing ceremony was held on January 8, 2019 at the DGCA Vecihi HÜRKUŞ Meeting Hall with the signature of Bahri KESİCİ, Deputy Director General of Civil Aviation and Murat IKİNCİ, General Manager of STM.

Within the scope of the signed protocol, cooperation between the two institutions will be carried out in the fields of training, consultancy, joint R&D activities, generating/executing technology development / technology acquisition projects, and organizing joint seminars and conferences. With the protocol signed, a mutual understanding was also reached for the support of STM aviation solutions by the DGCA in national and international areas, including but not limited to the preparation of business plans, setting and implementing strategies for the design, production and sales of goods and services to increase the effectiveness and accessibility of both parties.

Agreements Signed in 3 Fields within the Framework of the Collaboration Protocol

At the first stage, the main protocol text and the cooperation agreements in the form of separate annexes for each cooperation area were signed as a “cyber security cooperation agreement”, an “aviation security cooperation agreement” and a “cooperation agreement in the field of airworthiness”.

Within the scope of the Cyber Security Cooperation Agreement, a joint working group will be established in order to fulfill the responsibilities in this protocol, and cooperation will be provided on cyber security exercises, penetration tests, cyber intelligence and SOC services, the provision of cyber security training services and the implementation of joint studies on international platforms.

In accordance with the Aviation Security Cooperation Agreement, cooperation will be made on issues such as joint representation in international working groups, safety/security devices and technologies and certification of such technologies, safety/security training, risk and threat assessment, explosive detection dogs, behavior analysis, scanner competencies and certification, passenger awareness, biometric systems, machine readable travel documents.

Within the scope of the Cooperation Agreement on Airworthiness, technical consultancy activities will be performed for strengthening the DGCA certification infrastructure, support will be given towards the activities to be accomplished relating to informing the sector, and cooperation will be carried out  in international working groups.

In addition to these agreements signed at the first stage, it is planned to sign a cooperation agreement on the analysis of the negative interaction of natural and artificial structures around airport navigation aids (Radar, VOR, NDB, DME, LLZ, GP) in the future. New cooperation agreements can also be signed in other aviation areas required under the protocol that was signed.
