BILKENT UNIVERSITY RESEARCH CENTERS
1. UMRAM (National Magnetic Resonance Research Center)
Founded at Bilkent Cyberpark byBilkent University staff with the support of the State Planning Organization, UMRAM conducts research and development with the support of TÜB?TAK, the European Union and the Ministry of Industry and Commerce on MR compatible heart battery design; MR compatible manufacture of electrophysiology vehicles and, in addition, projects on MR equipment technology that, for example, will reduce body heat during screening by using special designs as well as defining the visual system through MR screening and using the equipment as a measuring deviceto analyze a normal and an ailing person’s brain structure.
2.ISYAM (Bilkent University Communication and Spectrum Management Research Center)
Established as a research center within Bilkent University, ISYAM is active in areas where telecommunications and information technologies meet. Among the most important projects realized as of now is the planning of ground analog and numerical radio and TV frequency as well as the National Frequency Management System (MFYS) which completely automates the Information and Communication Technologies Authority’s (BTK) licensing and spectrum management activities and which develops spectrum engineering software tools.
3. BILCEM (Bilkent University Computational Electromagnetics Research Center)
Attached to the rectorship of Bilkent University in 2005 and founded under its Director Prof. Dr. Levent Gürel, BILCEM conducts its activities at Cyberpark on research in computational electromagnetics. Starting in 2006, the largest global matrix equations in computational electromagnetics were solved at BICEM and many world records were set. For example, the BILCEM team solved the world’s largest electromagnetics problem in October 2008 that contained 208 million unknowns. Because of these world records and as a result of the successful activities of BILCEM, the Center’sDirector Prof. Levent Gürel was named a Fellow of the world’s largest technical professional organization, the Institute of Electrical and Electronics Engineers (IEEE).
4. BILUZAY (Bilkent University Aerospace Technologies Research Center)
BilUzay was founded in March 2006 within Bilkent University to carry out research and development on aerospace technologies. The objective of BilUzay is to conduct R&D in aerospace technologies with emphasis on communication; to encourage innovation and creativity; to provide project based university-industry cooperation and to enrich Bilkent University. At present, certain units of the EHF transmitter financed by TÜB?TAK and to be connected to the communication satellite are being developed. The targeted work areas of BilUzay are the design of radio frequency (RF) convertors, RF receivers and RF sub-units for ground stations
Tübitak MAM Technoprak
Providing a service to increase our community’s living standards and the development of sustainable growth in our country, the Scientific and Technological Research Council of Turkey (TÜB?TAK), in supporting entrepreneurship within its vision in the areas of science and technology, founded the TÜB?TAK MAM Technology Development Center within the TÜBÜTAK Gebze Campus in 1992.
In later years, the idea to establish a technopark next to the Technology Development Center was decided and the project prepared for this purpose as Turkey’s first technopark project was approved by the Small and Medium-Scale Industry Development and Support Organization (KOSGEB) in 1998 and declared as TURKEY’S FIRST TECHNOPARK.
In 1999, in order to form a center of attraction that will draw international organizations and corporations to its research and development activities and prepare the groundwork to develop international cooperation and partnerships, a view to establish a free zone to allocate the science and technology activities of TÜB?TAK was conceived and a TÜB?TAK MAM Technology Free Zone was declared with the Decree of the Council of Ministers.
Today, as the second largest industrial zone within the county of Gebze in Kocaeli, the Technokent is located on a total area of 60 hectares with the Technology Free Zone on 36 hectares and the Technology Development Zone on 24 hectares.
A total of 68 companies and 2,150 employees are present in both regions. An area consisting of a total of 15,000 m2 closed and 60,500 m2 open space have been assigned to companies to undertake R&D activities.
Within the coverage of activities realized by companies, TÜB?TAK MAM Teknokent has received revenues of 424 million USD based on R&D since 2002 to the present day. From these R&D revenues, 316 million USD came from sales realized by Teknokent in Turkey and 107 million USD from overseas sales.
In order to provide the organizations and corporations active in the TÜB?TAK MAM Technology Development and Technology Free Zones, with the benefits of the exemptions specified by laws, the information support necessary for their projects, a quality infrastructure as well as services, food, cleaning, security and operational services, the Marmara Technokent Inc. was established in 2003. The partners in Marmara Teknokent Inc. are TÜB?TAK (96 percent), the Turkish Technology Development Foundation (1 percent), the Istanbul Chamber of Industry (1 percent), the Adapazar? Chamber of Commerce and Industry (1 percent) and the Kocaeli Chamber of Industry (1 percent).
SECTORAL DISTRIBUTION
The sectoral distribution of companies active at TÜB?TAK MAM Teknokent is as follows: Information Technologies (58 %), Advanced Materials (18 %), Energy (9 %), Gene Technologies (1 %) and Defence Industries (14%).
Because the R&D activities at TÜB?TAK MAM Teknokent are large due to the fact that investment costs are lower compared to other industries, these take place in the information technology industry.
On the other hand, the companies who are active in the defence industry, third in sectoral distribution, obtained revenues of approximately 10 million USD from defence research projects between the years 2007 and 2009.
Among the companies that generate defence industry projects at TÜB?TAK MAM Teknokent are Vestel Savunma Sanayi A.?., Milsoft Yaz?l?m Teknolojileri A.?., Temsa Ar-Ge Teknoloji A.?., Tusa? Motor Teknoloji Serbest Bölge ?ubesi, Pavo Tasar?m Üretim Elektrik A.?. and C Tech Bili?im Teknoloji Sanayi ve Ticaret A.?.
DEFENCE INDUSTRY PROJECTS
Examples of certain defence industry projects carried out by firms located at the TÜB?TAK MAM Teknokent are given below:
Within the coverage of ship command control systems and information management systems of Vestel Savunma Sanayi A.?., the design, development and application software for navigation, air radar control and information management are being realized.
Within this framework, Vestel Savunma has delivered to the Naval Forces Command of the Turkish Armed Forces, five completed design and production stages out of eight fitting modules for the GENESIS G-Class Frigate Combat Management The armored vehicle manufactured by Temsa Ar-Ge Teknoloji A.?. was one of the products that received the most attention at the IDEF09 International Defence Industry Expo in 2009.
Developed completely by Turkish engineers and equipped with advanced technology armored panels, the vehicle has been designed as a personnel carrier in urban risk areas. With features that will protect personnel and immediately after an incident provide the opportunity to respond, the vehicle has successfully passed conducted tests.
Manufactured in compliance with the AITM Regulation, EC Directives and ECE regulations with the necessary ballistic protection as required, the vehicle has a 10 to 40 passenger capacity and between 7 m and 12 in length belongs to the first prototype mass transport family.
System (G-GCMS) Project
Presently manufacturing various aircraft engine parts, TUSA? Motor Sanayi (TEI) has taken an important step in a partnership with General Electric (GE), a company well-known in this area, and has established a R&D center at the TÜB?TAK MAM Technology Free Zone and, within the said center commenced its activities in 2009. The center is planning the design of future generation aircraft engines.
Within the coverage of the F-16 aircraft project, TUSA? Motor Sanayi A.?. (TEI) has undertaken the role of the production of aircraft engine parts, engine assembly and maintenance. Based on the agreements entered into, certain parts of the new generation aircraft engines are being carried out by TEI and its partner GE at the TEI Gebze Technology Center. Presently with 68 engineers at the Technology Center more than 240 engineers are expected to be employed within the next 5 years.
On the other hand, Turkey is one of the 9 nations that is a full partner in the hunter-bomber aircraft, the JSF – Joint Strike Fighter Project, which has a total cost of 200 billion USD. With the said project, Turkey has initially earned the right to a 3 billion USD work share in which TEI Aerospace will manufacture certain engine parts to be used for the JSF aircraft.
Another defence industry corporation PAVO has participated in many defence industry projects for the SSM, ASELSAN, TAI and ROKETSAN and others in the design of electronic systems and as a manufacturing sub-contractor since its founding in 2005 to the present day. In addition, the company is developing many products such as POS terminals, electronic meters, gas pump cash registers, appliance electronic control cards, electronic cash registers, smart dimmers, AIS Class-B terminals for maritime vessels, vehicle PDA etc.
The C2Tech company develops high tech and software products that are based on R&D in the defence industry and in particular modeling and simulation, command control, electronic warfare and security communications projects. Among the projects covered in defence and aerospace are: The design and integration of network security systems for wide networks; development of the ADS-B based station for new generation air traffic control systems; development of the Wimax base station; radar cross sectional area for various platforms electronic war performance analyses; design of an automatic landing system for unmanned airborne vehicles; development of an air defence modeling and simulation system; the design of a simulator for the electronic war analysis of guided missiles and the design for a video switching transfer system for frigates.

Tax Exemptions
The firms that take part in TÜB?TAK MAM Teknokent are able to benefit from the support and advantages provided under Law No. 4691 on Technology Development and Law No. 5746 on Support of R&D Activities in the Technology Development and Technology Free Zones.
Some of the benefit obtained are:
Taxpayers that are active in both zones are exempt from corporation and income taxes from earnings as a result of their business activities.
Researchers, programmers, R&D personnel within the R&D responsibilities that they carry out are exempt from income tax from their earnings.
Since sales from Turkey to TEKSEB are considered as exports, zone based users can purchase the raw materials and intermediary goods that they require as exports from Turkey without VAT. The same exemption at TEKSEB is applied partially.
Since free zones are exempt from customs areas, customs duty and other taxes and charges are not paid for machinery, equipment and goods imported for TEKSEB.
Within the tax exemptions applied to free zones, a lower charge is paid for electricity, water, natural gas and similar energy usage.
Foreign and domestic companies that will undertake activities in the free zones have equal rights.
