The Turkish Army acquired 2 Cobra (Counter Battery Radar) systems in 2007. With Turkey recently joining France and Germany in the in-service phase of Cobra, ESG is now delivering In-Service Support (ISS) to Turkey to help maintain the availability of these systems.
Cobra is a Phased–Array ground based radar System for the accurate and rapid location of guns, rocket launchers and mortars. Secondary missions include the reporting of impact positions of enemy projectiles and the adjustment of friendly artillery fire. The complete Cobra system is mounted on a vehicle and is a single, mobile platform. It is used in defence as well as peace keeping and enforcing scenarios.
As an international, multi-national armaments programme Cobra is managed by the Organisation for Joint Armament Cooperation (Organisation Conjointe de Coopération en Matière d’Armement, OCCAR) on behalf of the programme participating states of Turkey France, and Germany.  OCCAR manage the programme on behalf of these nations. ESG has since the beginning of 2013 been responsible for delivering a range of services to the nations and OCCAR.
ESG is supporting 22 Cobra systems through the Cobra ISS contract, 2 of which belong to Turkey. The aim of the Cobra ISS contract is to contribute to the three high level programme objectives of System Availability, maintenance of System performance and support to Operations. ESG delivers a range of Standing and Ad-hoc tasks to the Nations and OCCAR. The Standing Tasks are:
Management Services – includes pro-active Risk Management services to anticipate and mitigate programme risks
Technical Event Services – involves answering technical questions and enquiries which mainly arise from the use and operation of Cobra
Obsolescence Management – through a continuous monitoring process ESG anticipates system obsolescence issues and recommends action to mitigate the impact of obsolescence
Technical & Engineering Services – covers a wide range of issues from minor system modifications and improvements to major hardware and software upgrades and enhancements
System Configuration Services and System Design and Safety Management Services.
Through the contract ad-hoc tasking option ESG delivers On Site Maintenance (OSM) to all nations when requested by OCCAR. With its flexible and customer focused approach ESG is able to deploy engineers and equipment to provide the best possible support to the end users.
With a local presence in Turkey since 2011 ESG is ideally placed to support Turkey with Cobra. All requests for support are managed by OCCAR on behalf of Turkey. Recently a ESG and OCCAR team deployed to Turkey with the aim of improving the performance of the Turkish systems. This is the reactive part of the contract and requires a flexible, can do approach and this matches the ESG philosophy when it comes to service delivery.
ESG is demonstrating with the Cobra ISS contract that it is successfully delivering in Turkey and ESG aims to maintain an enduring presence in this important Defence market.
