The 5th NAVAL Systems Seminar
Those, who undertake important roles for the protection of our country’s interests in offshore, have been continuing their activities with full awareness to comply with the needs of the era. The contracting and procurement authorities as well as defence industry members have been continuing on one hand to follow their own agendas and on the other hand manage their needs by face-to-face contacts.
The Naval System Seminar, the first of which was held on October 21st, 2008 at METU Culture and Congress Center – Ankara, is held every year for increasing the synergy, cooperation and coordination between the contracting and procurement authorities, industry, universities, research centers and SME’s within the scope of the studies being performed for the development of naval vessel construction and sub-industry. (Performed in October every year since 2008 the Naval Systems Seminar is hosted by Undersecretariat for Defense Industries [SSM] and this year it is going to take place in Ankara at METU Culture and Congress Center on October 8th – 9th 2012.)
Leading the transformation of the decentralized structure into a different interaction environment by the help of Naval Systems Seminar in Ankara where the authorities and decision makers are located, the Retired Marine MSEE Colonel Zafer BETONER stated"All efforts initiated to reach the target to meet the local design, construction and production needs of our country’s naval vessels and systems including the involved critical systems and products have been accelerated by MILGEM, Coast Guard Research and Rescue Ship, New Type Patrol Boat projects and all other indigenous system production and R&D projects after GENESIS project. The aim of the seminar is to provide acceleration to such studies and create sectorial synergy." (The main objectives of the seminar are to increase public knowledge, the development of mutual cooperation between relevant universities, research institutions and companies to ensure awareness of the capabilities of these systems, sharing the road maps and strategies for designing and producing of these systems.)
The seminar was held for the first time on October 21st, 2008 at METU Culture and Congress Center – Ankara with nearly 500 participants under the auspices of the Undersecretariat for Defence Industry and with the support of SASAD, TÜBİTAK MAM, TÜBİTAK UEKAE and ODTÜ-BİLTİR. ASELSAN A.Ş. was the main sponsor and HAVELSAN, AYESAS, SELEX, YALTES, FİGES, METEKSAN SAVUNMA, LEONI, DBAL, ROHDE & SCHWARZ, GET Engineering, CHELTON Antennas, Astrium/EADS, WASS and SAGEM were the session sponsors. The 2nd Naval Systems Seminar was held on October 12th, 2009 again at METU Culture and Congress Center – Ankara with nearly 750 participants. The personnel of Naval Forces Command as well as Coast Guard Command also participated in the seminar. The 3rd Naval Systems Seminar was held on October 11th-12th, 2009 again at METU Culture and Congress Center – Ankara under the auspices of the Undersecretariat for Defence Industries with nearly 850 participants. As a proof of taking firm steps forward to an international brand, our seminar also attracted the interests of European Shipyards and Companies alongside our own shipyards and companies. Last year, the 4th Naval Systems Seminar was conducted in two different sessions, morning and afternoon, and five different halls and sessions were conducted during the seminar. The overall number of listeners, both domestic and foreign participants reached 400 per session. In the event a total of 47 presentations by domestic and foreign companies and organizations were carried out and 55 companies including ADİK, Aeromaritime, Aselsan, BMT Defence, Havelsan, Sedef Shipyard, Tam Isabet Muvazaat and Yaltes opened a stand for the promotion of their products.
The seminar, which will be held for the fifth time this year, has risensuccess chart and become traditional. This year, like former seminars, about 1000 outstanding representatives (domestic and foreign) are expected to attend. The reason behind the success and high attendance of the seminar is the wisely devised communication system using news groups running by the seminar chairman Navy Captain (ret.) and MSEE Consultant A. Zafer Betoner namely Naval Shipbuilding News Group and Turkish Defence Industry News Group.
Retired Marine MSEE Colonel A.Zafer BETONER was born on October 15, 1956 in the Beyoglu district of Istanbul, completed his primary and secondary education in Istanbul. Entering the Naval School in 1974, joined the Navy with the rank of Lieutenant in 1978 first started his career as a Communication Officer. After this mission, respectively, between the years of 1980-1983 TCG Rescue Ship (Rescue Ship) Navigation / Operations Officer and TCG Kyrenia Ship (Patrol Boat) Second Commander. Later in the United States between the years of 1984-1986 in the State of California in Monterey Naval Post Graduate School received training on Electronics at master degree and bachelor degree on Computer.
On August 30, 2002 A. Zafer BETONER was promoted from Colonel to Senior Colonel, at the end of the Foreign Permanent Mission was appointed by Presidency of National Defense, Defense Industry Plan Management and Promotion Branch, Department of Foreign Affairs (presentation of Turkish Defence Industry, Trade, General Coordinator of the MSB at IDEF-03 and IDEF’05).

Retired Marine MSEE Colonel A. Zafer BETONER, who has boosted such attempt for Ankara and Turkey, is to be subsequently referred as "the man bringing the sea to Ankara" with his studies and efforts.
