Pakistan-Türkiye Defense Industry Cooperation

The ties of friendship and brotherhood between Türkiye and Pakistan are deeply rooted in history. The support of South Asian Muslims to the Turkish War of Independence and the sacrifice of Pakistani women who gave us their dowries and jewels during the National Struggle are both unforgettable. Since 1947, when Pakistan gained independence, our relations have grown on the foundation of friendship and brotherhood, drawing power from these deep-rooted ties. The support provided to each other during the challenging times that both countries sometimes go through strengthens the strong bond between the two brotherly countries day by day. Pakistan most recently was one of the countries that provided the greatest support and aid when our country suffered an earthquake disaster.
As we leave behind the 75th anniversary of the establishment of diplomatic relations with Pakistan, Türkiye-Pakistan relations are strengthening day by day with a strategic perspective in accordance with the history, friendship, and potential of the two countries. The most significant evidence for this is the recent development of cooperation initiatives with Pakistan in the defense industry. The fact that Pakistan and Türkiye encounter various challenges from time to time due to the geopolitical instability in their regions increases the significance of cooperation in the defense industry.
HAVELSAN, which started its business development activities in Pakistan in the early 2000s, has been active in the field for nearly 20 years and is among the first Turkish defense industry companies in Pakistan. As a result of these activities, Pakistan was the first overseas user of many of HAVELSAN's products and solutions.
HAVELSAN has served Pakistan's Land, Air, and Naval Forces with the projects it has accomplished to date. HAVELSAN, which is considered one of Türkiye's largest technology companies, continues to serve the Pakistani Armed Forces with ongoing projects in new fields thanks to its experience, qualified staff, software-intensive solutions, and cutting-edge indigenous products.
For instance, within the framework of HAVELSAN Simulation, Autonomous, and Platform Management Technologies, solutions for highly accurate tactical and individual mission simulators, crew training simulators, weapon systems simulators, engineering simulators, and air defense, electronic warfare, testing, and training systems for air, land, surface, and submarine platforms have been presented to the Pakistan Armed Forces. In some fields, projects have been completed and for many others, negotiations are ongoing.
In the field of Command & Control and Defense Technologies, another field of activity of HAVELSAN, the most competent and skilled engineering group of our country continues to provide services to the Pakistani Armed Forces with the completed and ongoing projects under the below topics for the command & control software, combat management systems, and decision support needs of Strategic, Tactical, and Operational Level headquarters and platforms:
- Surface Command, Control, Communication, and Information Systems
- Underwater Command, Control, Communication, and Information Systems
- Air Command, Control, Communication, and Information Systems
- Land/Joint Command, Control, Communication, and Information Systems
For instance, the PN MLGEM Project, one of the most significant cooperation projects demonstrating our relations with Pakistan in the defense industry, is our project on Surface Command, Control, Communication, and Information Systems.
HAVELSAN is providing the Combat Management System (CMS), Ship Data Distribution System (SDDS), and Ship Integrated Information System (SIIS) to be used in the MİLGEM corvettes to be built for Pakistan under ASFAT A.Ş., the main contractor. In this project, HAVELSAN is also serving as the combat systems integrator.
As part of the project, HAVELSAN will provide ADVENT CMS, a new generation Network Enabled Combat Management System, developed in cooperation with the Naval Forces Command Research Center Command (ARMERKOM) and first integrated into the TCG KINALIADA, the fourth ship of the MİLGEM Project. ADVENT CMS has been under development since 2010 to address all the requirements of the Network Enabled Capability approach. ADVENT aims to provide Pakistan, a friendly and brotherly country, with an advanced network-enabled Combat Management System that very few countries in the world currently possess.
ADVENT CMS is a completely national and domestic combat management system with the following features:
- Has access to fully integrated TDL functions 11/16/22, SIMPLE, JREAP, and VMF through all operator consoles
- Force-oriented rather than single-ship
- Responds to the requirements of the networked operational approach
- Facilitates the user’s quick and accurate decision-making through decision support systems
- Targets a flexible structure for the use of new weapons and sensors 
It has been developed in a modular structure that fits multiple mission profiles and various platform types, making it a platform-independent system. With its scalable open architecture, it can be customized for the targeted surface, underwater, and air platforms, and land facilities.
In addition, with the SDDS, HAVELSAN will provide the backbone of the ships' information systems. As a Combat System Integrator, HAVELSAN plays another key role in the PN MLGEM Project.
The modernization of Pakistan's submarines under the coordination of STM A.Ş., the main contractor is another effort in the field of Underwater Command, Control, Communication, and Information Systems. As part of the contract, the outdated foreign systems in the submarines are being completely replaced with software developed by HAVELSAN.
In addition to the above, HAVELSAN, which produces domestic and national solutions to satisfy the IT needs of both our country's defense industry and domestic and foreign public and private organizations, has been conducting meetings with Pakistan's state institutions as part of Information and Communication Technologies under four different main topics: Security Systems, Digital Transformation Systems, Infrastructure Systems, and Cyber Security.
Türkiye and Pakistan have the necessary shared commitment to develop our partnership in the field of defense industry. We are confident that we will further strengthen our collaboration with Pakistan in every field and serve as an exemplary model of unity both in our region and across the globe
