TÜBİTAK’s MISSION
“To develop scientific and technological policies in line with our national priorities and in cooperation with all sectors and related establishments; contribute to establishment of infrastructure and instruments to implement said policies; support and conduct research and development activities; and to play a leading role in the creation of a science and technology culture with the aim of improving the competitive power and prosperity of the country.” The Scientific and Technological Research Council of Turkey (TÜBİTAK) is the leading agency for the management, funding and conduct of research in Turkey. It was established in 1963 with a mission to advance science and technology, conduct research and support Turkish researchers. The Council is an autonomous institution and is governed by a Scientific Board whose members are selected from prominent scholars from universities, industry and research units.
TÜBİTAK is responsible for promoting, developing, organizing, conducting and coordinating research and development in line with national targets and priorities.
TÜBİTAK reports directly to the Prime Minister and acts as an advisory agency to the Turkish Government on science and research issues, and is the secretariat of the Supreme Council for Science and Technology (SCST), the highest S&T policy making body in Turkey.
Furthermore, TÜBİTAK funds research projects carried out in universities and other public and private organizations, conducts research on strategic areas, develops support programs for public and private sectors, publishes scientific journals, popular science magazines and books, organizes science and society activities and supports undergraduate and graduate students through scholarships.
More than 1,500 researchers work in 15 different research institutes of TÜBİTAK where targeted and nationwide research is conducted. Major research institutes of TÜBİTAK are: TÜBİTAK Marmara Research Center (MRC) MRC, the largest research campus of Turkey, was established to perform applied research for industry and to draw up industrial development projects.
The Research Institutes under the umbrella of MRC are: • Energy • Chemistry and Environment • Food • Materials • Information Technologies • Earth and Marine Sciences • Genetic Engineering and Biotechnology MRC carries out its activities with the above mentioned institutes according to the national development objectives, conducts research in advanced and generic technologies to improve the competitive power of Turkish industry, sets forward and solves/assists the technological problems by means of research and ensures the applications of these technological solutions.

TÜBİTAK UZAY aims to identify and solve research problems in the information technologies domain and to become a pioneering and influential center of attraction focusing on areas having strategic importance for public interest by creating an integrating approach to space technologies, information technologies and electronics research.
Web: http://www.uzay.tubitak.gov.tr TÜBİTAK National Research Institute Of Electronics And Cryptology (UEKAE) UEKAE, set its mission as, “to conduct activities in the fields of information security and advanced electronics technologies in order to contribute to technical independence of Turkey”,
and its vision as “to become a place of science and solutions in the fields of information security and advanced electronics technologies with internationally recognized infrastructure and selected human resources”.
UEKAE provides the test capabilities which are needed in the field of information security in Turkey.
UEKAE not only joins common projects with industry, other government councils and the universities but also improves global science by supporting master/Ph.D and other projects.

It is hoped that the Institute will serve as a model of excellence in research for all academic institutions in Turkey.
The Institute aims to serve this goal by providing a haven for top level scientists in physics and mathematics in Turkey. It is intended to be a center where they can pursue their research, interact with each other and colleagues from abroad, and initiate collaborative projects. The Institute hosts scientific activities such as research semesters, advanced courses and workshops through which graduate students and young physicists and mathematicians from Turkey as well as from neighboring countries, are introduced to current problems of interest. The main output expected from both senior and younger researchers is scientific publications at the international level. With the improvement of library and computer facilities, the Institute intends to join the company of established research institutes all over the world and to serve as a local center of attraction.
Web: http://www.gursey.gov.tr/ TÜBİTAK National Metrology Institute (UME) The objectives of UME are to establish and maintain national measurements standards in accordance with the International System of Units (SI Units), to ensure the traceability of national measurement standards to international standards, to establish a national measurement system, and to increase the quality of products produced in Turkey by providing a measurement infrastructure through the national measurement system.
UME divides its activities into four groups: Electrical, Physics, Mechanical, and Chemistry.
UME provides calibration, tests, analysis, training, consultancy, publications, equipment or prototype production, repair and maintenance services.

Cahit Arf Information Center Web : http://www.ulakbim.gov.tr/ TÜBİTAK National Observatory (TUG) After a sight testing survey in Turkey, TÜBİTAK National Observatory(TUG) was established on the mountain Bakırlıtepe, West Taurus Mountains, at a height of about 2500 m.
TUG provides Turkish Universities and research centers with telescope time after evaluating their observational projects submitted to TUG by TUG’s Time Allocating Committee.
TUG also tries to promote astronomy by public lectures, conferences, and contributing to star parties arranged by amateur astronomical societies.
TUG has three telescopes of diameters 150 cm (RTT150), 45 cm (ROTSE IIId), and 40 cm (T40) on Bakirlitepe, and a Danjon Astrolabe stationed in the Akdeniz University Campus in Antalya.

Web: http://www.tusside.gov.tr/ TÜBİTAK Ankara Testing and Analyses Laboratory (ATAL) ATAL (Ankara Testing and Analyses Laboratory) is established to provide chemical, biological and physical testing and analyses to governmental, private sector, industry and other customers.
ATAL is providing testing, analyses, consulting and education with its welleducated and experienced personnel equipped with NMR (Nuclear Magnetic Resonance Spectrometer), AAS (Atomic Absorption Spectrophotometer), Elemental Analysis Instrument, HPLC (High Pressure Liquid Chromatography), GPC (Gel Permeation Chromatography), ICP-MS (Inductively Coupled Plasma Mass Spectrometer), GC (Gas Chromatography), GC/MS (Gas Chromatography Mass Spectrometry), LC/MS (Liquid Chromatography Mass Spectrometer).
Main purpose of ATAL is to provide quality services, which fulfill the customer demands and expectations.
Assurance of independence and unbiased approach in testing and evaluation of results are the service principle.
In order to assure the reliability of testing and analyses conducted in the laboratory, ATAL routinely takes place in international comparison tests, FAPAS, IRMM, and similar round robin test programs.
Web: http://www.atal.tubitak.gov.tr/ TÜBİTAK Bursa Test and Analysis Laboratory (BUTAL) BUTAL has International Accreditation by DAR/DAP in Germany and also has TSE Laboratory Certificate, Proficiency Certificate for Environmental Analyses and International Supervising Activities.
Chemical, biological, physical tests/analyses in the Physical, Chemical & Eco-textile and Environmental Laboratories are the main services of BUTAL for private and public institutions. Besides, national and international training activities are organized considering the needs of the industry.
Web: http://www.butal.tubitak.gov.tr/ TÜBİTAK Çukurova Advanced Agriculture Technologies Research Institute (ÇİTTAGE) ÇİTTAGE, which was established in 1998 to develop advanced agriculture technologies in order to meet the national needs, not only makes research but also find solutions to the problems of the region and manage the applications of these solutions.
TÜBİTAK DNA/Cell Bank & Gene Research Laboratory The main aim of the Bank is to create a registry of biological samples from families affected with rare genetic disorders.
DNA Bank registry serves as an infrastructure to facilitate research in medical genomics by providing good quality samples in sufficient size and opportunity of multiple testing on the same samples and repeating testing over the years. The Bank also aims to address the ethical, legal and social implications of biobanking.
Web: http://www.dna.tubitak.gov.tr/ TÜBİTAK Defence Industries Research And Development Institute (SAGE) Defence Industries Research and Development Institute - SAGE, was established in 1972, and is active in three locations – METU Guidance Control Laboratory, Ankara Subsonic Wind Tunnel and Lalahan Site which is 30 km. away from the city center of Ankara. The Institute is a part of TUBİTAK – The Scientific and Technical Research Council of Turkey and specializes in the field of defence industry.
The main function of SAGE is to perform research and development activities for defence systems including engineering and prototype production, starting with their fundamental research and conceptual design. Most of the projects are performed in coordination with related defence institutions.
SAGE believes international cooperation is as important as national partnerships and wishes to exchange knowledge with various partners from allied countries.
Range of Activities: SAGE has a wide range of activities, which can be listed as executing development projects, performing technology development studies, accumulating know-how, and forming infrastructure and specialized work force on guided and non-guided ammunition systems/ subsystems. In addition, SAGE produces strategic system and subsystems, and performs software development activities in areas of specialization such as fire command and control and flight simulations. Moreover, SAGE offers inspection, measurement and consultancy services.
Fields of Interest, Infrastructure and Projects/ Products: SAGES’s main interest and functioning areas are internal ballistics (i.e. Rocket Motors, Turbojet Motors, Gun Propulsion), external ballistics (i.e.
Artillery Shell, Rocket - Missile Aerodynamics), flight mechanics (i.e.
Rockets, Missiles, Artillery Shells), structural mechanics, structural dynamics and aeroelasticity, mechatronics and dynamics of machinery, computational fluid dynamics, finite element methods, material technologies, guidance & control, software development, composite solid rocket motor propellants and igniters, fuzes and warheads, manufacturing engineering, chemical, mechanical and electrical design, project management and systems engineering.
In line with this fields of interest, the infrastructures, the stock of basic facilities and capital equipment SAGE has and makes use of for functioning, are “rocket motor ground test facilities”, “flight test facilities”, “mechanical production and assembly facilities”, “chemical production facilities”, “quality control facilities”, “warhead and ammunition arena test facility”, “Ankara subsonic wind tunnel”, and materials, chemistry, flight mechanics, ballistics, structural mechanics and guidance and control laboratories.
The main projects, SAGE has achieved, and the main products of SAGE are “TOROS 230 Medium Range Artillery Rocket”, “TOROS 260 Long Range Artillery Rocket”, “Anti-Tank Rockets and Missiles”, “Light Assault Rocket”, “Short Range and Medium Range Artillery Rocket Systems”, “Mine Clearing Rockets”, “Mortar Ammunition”, “Artillery Ammunition”, “GPS Aided Inertial Navigation Systems”, “Design Software”, and “Air to Surface Ammunition / Rocket / Missile Systems”.
