ALTAY Corporation was established in 1957 in Turkey, as one of the first representation, domain expertise and consulting service providers for major foreign companies. Today, ALTAY Corporation, the core company of ALTAY Group, has 70 employees, 55 of whom are professionals from a variety of different domains and expertise levels. ALTAY Corporation enlarged in 1998 with the establishment of ALTAY Software Group as an affiliation of it in response to emerging software requirements in the Information Management sector with a primary focus on developing “custom made” software in accordance with CMMI Level.3, ISO-9001:2008, ISO/IEC 27001:2005 and NATO AQAP-160 standards and quality requirements in line with its main expertise and on fulfilling our clients’ Offset obligations
Some internationally accepted and state-of-the art COTS (commercial-of-the shelf) software packs such as Hospital Information System, Fertility Database Management System, Document Processing and Visualization Solutions have also been introduced to the Turkish market by ALTAY Software Group. IT services of ALTAY include; project management, localization and customization of COTS, maintenance and technical support of software for both sold and developed. In respect to those skills and experiences, ALTAY Software Group designed and developed Turkish Ministry of National Defence Information System (MNDIS), which is a WEB based enterprise information system software, to satisfy Turkish Ministry of National Defence’s (MND) unique requirements whilst the computerization of the activities carried out in the MND headquarters and reporting organizations for personnel, mobilization, and logistics management. The system is accepted as one of the largest e-Government applications, within the scope of the Turkish Government’s Information Society Strategy Action Plan, and it is integrated with related military and government sub-information systems such as the Ministries, Universities, Turkish Armed Forces (TAF) and Turkish General Staff, including Turkish Central Civil Registration System (MERNIS).
In addition to developing COTS type software, ALTAY Software Group also provides functional analysis of legacy systems, helps on defining requirements, designs and validates the workflows, executes system engineering, provides software development, carries out tests, and realizes data collecting and processing, installation, training, deployment, implementation, technical support, systems integration and recovery activities which are among the phases of a typical software development project.
ALTAY’S Services in Industrial Participation/Off-Set Business
As per the current Industrial Participation/Offset Regulation of Undersecretariat of Defence Industries (SSM), the software exports in Defence areas have been classified as Category- B-type offsets. Within this framework, software exports from Turkey shall be granted with a multiplier of two. However, if such software exports are realized from the Medium and Small Sized Enterprises (SMEs) then, SSM will grant an additional multiplier of one. Thus, software exports from SMEs shall get a multiplier of four. In this regard, as ALTAY being a registered and active SME, all of ALTAY’s software exports carries the advantage of being ALTAY with a multiplier of four. Having a long-term experience on software export, ALTAY proudly holds the title of “the first official Defence software exporter”, based on a project carried out in 2003.
Having an intensive experience in Offsets, ALTAY can provide a full range of the offset related services from designing a winning IP/O plan to efficient IP/O Project Management with continuous assistance for a successful fulfillment of IP/O obligations. Since its establishment in 1998, ALTAY Software Group, carried out many projects in the means of various programs including HAWK XXI-AMRAAM Development Program, Mine Counter Measures and Sonar Modernization Programs for Norwegian Navy, Changbogo III Submarine Program for Korean Navy, Kongsberg Defence Systems Multi Sensor Integration Infrastructure Programs, on which the abovementioned advantages have been provided to our partners.
