President ERDOĞAN Lays Out 100-Day Action Plan

President Recep Tayyip ERDOĞAN publicly shared the first 100-Day Goal of the Presidential Cabinet including topics from transportation to energy, economics, industry to foreign trade, urbanization, foreign politics to defence, education, health to agriculture and technology. Within the scope of the 100-day exclusive program of the Presidential Cabinet, an intensive period of work in the field of industry and technology has been initiated. In this process, some projects will be rapidly completed; and also, a series of new projects and programs will be launched. The first “100-Day Goal” was explained by President ERDOĞAN during the “Presidential 100-Day Executive Program” meeting which was held at Beştepe Culture and Congress Center.
There are 48 projects out of 400 projects that are to be determined and launched by the institutions under the auspices of the Presidency and the Ministries in 100 days.  The approximate budget is TL 46 billion and are composed of defence industry projects.

“Institutions, directly affiliated with the Presidency, aim to complete very valuable projects within 100 days,” President ERDOĞAN said. “I attach special importance to defence projects. 48 of the 400 projects, included in our plan, belong to our defence industry.”
“Every incident we experienced in the last five years proved to us time and time again the importance of defence industry projects. Having a large army equipped with the newest weapons is not meaningful on its own. In addition to that, all vehicles, ammunitions and software must be under your control on all stages for your army to be strong. In order to achieve that, we have been working to build a self-sufficient defence industry while also switching to a personnel structure based on expertise in our military’s critical units. We are pleased to see how far we have come in the last 16 years but we also know that we still have a long way to go. Therefore, we will not compromise our defence projects,” President ERDOĞAN said.
AKKOR PULAT to be integrated to 40 M60T Tanks 
The main stages of the transitional process regarding the defence industry field are aimed to be completed within 100 days within the scope of the action plan shared with the public by President ERDOĞAN, while the strategic plan activities concerning the period of 2019 -2023 are planned to be completed by the end of November. In accordance with the action plan containing the launch of highly crucial projects for the establishment of an independent Defence Industry, in respect to the Tracked and Armored Land Vehicles industry, the signing of the ALTAY’ Main Battle Tank serial production contract including 250 tanks with BMC company and the launch of the ALTAY Power Group development projects’ contract schedule, the tender of which was won by BMC company and which likewise started for the nationalization of the ALTAY tank power group, integration of the AKKOR PULAT Active Protection System which will detect Anti -Tank ammunition before reaching armored vehicles through radar and sensor technologies and destroy them with Airburst Munition to 40 M60T tanks, delivery of 431 armored vehicles composed of KİRPİ - II, Fuel Tanker, Crime Scene Investigation Vehicles, Armored Command Control Vehicles, Armored Mini Excavator within the scope of the delivery of Armored Vehicle projects and launch of Unmanned Land Vehicle Development projects in 3 different categories composed of light weight, medium weight and heavy weight vehicles are envisaged. 
ANKA-S Platforms are Getting Prepared to Fly with the Aselsan Production CATS Electro -Optical Reconnaissance, Surveillance and Targeting System
New action plans such as adding new Tactical Class Unmanned Air Vehicles to the inventory of the Turkish Armed Forces, Strategic UAV development program and increasing the capabilities of the MALE Class UAV systems also took part in the report. According to this, the number of the existing 52 BAYRAKTAR TB2 UAV in the Turkish Armed Forces’ inventory will be increased by 12% with the delivery of 6 TB2 armed UAVs to be made to the Gendarmerie General Command and will reach 58. Moreover, as part of the project for the Development of 5 ton Armed Attack UAVs (AKINCI) which will be developed and manufactured by Baykar company; completion of the preliminary design activities of the armed UAVs with a 1.5 ton of payload carrying capacity (cameras, ammunition), launch of the utilization of the CATS Electro – Optical Reconnaissance, Surveillance and Targeting System was developed by Aselsan and will be ready for serial production after the completion of the qualification at the platforms procured within the scope of the ANKA - S program.  Introduction of four more ANKA systems in various configurations to the utilization of the Turkish Armed Forces in addition to the existing ANKA platforms are planned, in addition to the launch of the development of fully autonomous drone swarm which we will be hearing about frequently in the upcoming period.
Test Processes and Deliveries of the Unique Missile and Munitions Accelerating 
Within the 100-Day Action Plan, the plan is to fulfill the testing process and speed up the delivery time of critically important defence industry projects such as missiles, precision guided kits, electronic crypto keys which are needed by the Turkish Armed Forces. In that scope, the first testing of the SOM-J Missile developed by TUBITAK-SAGE will be carried out on the ground with F-35 fighters. Precision Guided Kit-3 (HGK) will be delivered shortly and will take its place in the Turkish Air Forces inventory. Through ground tests of Precision Guided Kit-4 (HGK), captive transport on F4 and F-16 fighters will be tested. One hundred Winged Guided Kits (KGK) will be delivered to the Turkish Air Forces. The vehicle mounted tests of high-powered laser weapon systems will be completed. The first flight test and first firing test of BOZOK ammunition, which will give attack ability to Unmanned Aerial Vehicles (UAV), will be completed. The Warhead Railed System Dynamic Testing Infrastructure (HABRAS) ammunition explosion and drilling efficiency testing facility will be opened for service.
Indigenization of T129 ATAK Helicopter’s 20mm Nose-Mounted Gun
Also, in accordance with the 100-Day Action Plan, the completion of the conceptual design stage of the TURBOSHAFT engine, which is planned to be utilized for the T625 Indigenous Helicopter, which successfully accomplished its maiden flight on September 6th and for the T129 ATAK Helicopter of which the starting ignition of the core engine was made during the recent period. Moreover, completion of the contract negotiations by the joint company to be established by SARSILMAZ and Turkish Aerospace for the national and domestic realization of the nose-mounted 20mm turret gun launched toward enhancing the rate of local participation and acquisition of critical technologies as part of the Attack and Tactical Reconnaissance Helicopter T129 ATAK Program exists in the 100-Day Action Plan.  It is noted that four more helicopters would be delivered to the authorities by the end of 2018 within the scope of the T129 ATAK Serial Production program as per the ongoing delivery schedule.
Moreover, plans have been made to launch critical activities regarding space studies under the responsibility of the Ministry of Industry and Technology and Presidency of Defence Industries. According to this, the establishment of the Turkish Space Agency is planned under the coordination of the Ministry of Industry and Technology. Meanwhile, crucial resolutions in respect of the development of domestic satellites and satellite technologies also are noted the action plan. To this end, the signing of the contract at the second phase of the satellite launching project, launching the project for the unique observation satellite with resolutions under 30 cm, completion of the conceptual and feasibility studies of the development and integration project for combined multiple mini satellites, completion of the tender for the GÖKTÜRK renewal satellite system project, and signing of the contract for acquiring the production / test infrastructure and launching complex capabilities towards the development of the micro satellite launching system with the capacity of placing the micro satellites of 10 kg and below to orbits at an altitude of 400 km, accomplishment of the payload generation facilities as part of the TÜRKSAT 6A satellite development project are planned as well.
The following are the remaining projects and activities aimed to be conducted under the auspices of the Ministry of National Defence and Presidency of Defence Industries within the 100-Day Action Plan: 
Launching the implementation schedule of the Period -1 Stage - 1 contract regarding the TF-X program aimed to be utilized instead of the F-16 Fighter Jets of the Turkish Air Forces in 2030s 
Development of Light Attack/ Armed Reconnaissance HürKuş-C Aircraft and determining the contracting company through finalizing the tender for serial production
Launching one New Generation Basic Trainer Jet HürKuş-B into the service of the Turkish Air Forces Command
Delivering the BURGAZADA Corvette, which is the third vessel within the scope of the MILGEM Project composed of four vessels, to the Naval Forces Command on September 27th, 2018
Launching the project in accordance with the contract signed for the procurement of 4 MILGEM corvettes exported to Pakistan and the establishment of the design office 
Delivery of 5,500 modern infantry rifles as part of the MPT-76 Project
Completion of the first stage for the design concerning the Long Range Regional Air and Missile Defence System Development
Execution of the firing tests at Aksaray Firing Range as part of the HİSAR Air Defence Missile System Project
Signing of the contract for the project for acquiring Stand-Off Electronic Support/Electronic Attack Capability to Air Platforms - HavaSOJ (the contract was signed between the SSB and Aselsan on August 9th, 2018)
Demining of an area of 1.6 million square meters within the borders of the country contaminated with mines and unexploded ordnance to make them available for agriculture and stock farming
Signing of the contract for the allocation of the area for the Test Center of Guided, Unguided Missiles and Air Defence Systems and its construction,
Establishment of the Roketsan Advanced Technology Research Center Infrastructure
Completion of the first phase of the Test Infrastructures Inventory activity and execution of the feasibility study towards the installation of the Land Vehicles Test Center
Establishment of Modular Temporary Base Regions already founded in 26 Counter Terrorism Operation Regions in three more regions
Completion of the design of Mobile Early Warning Radar Systems
Supply of the modern ammunition utilized in fighter jets by development through national facilities
Finalization of the requirement analysis concerning the Laser Weapon System Development
Completion of the requirement analysis towards the Development of an Electro - Magnetic Launch System
o Signing of the projects for the development of infrared detector kits within the scope of the investment in semi - conductor technologies in the Defence Industry
Identification or strategic road maps for the abolishment of foreign dependency of the Defence Industry in terms of critical material technologies such as additive manufacturing, rare earth elements, refractor group metals
Installation of the City Security Management Systems installed already in 75 cities and 243 districts  at 424 more district centers, establishment of 313 new schools and increasing the number of schools in which the system operates from 137 to 450 as part of the Safe School Package
Establishment of the SSB Academic administrative infrastructure through consolidating the academic structures at Defence Industry companies in order to contribute to the training of competent human resources for the Defence Industry
Launching the material indigenization in the Defence Industry and launching the indigenization of a minimum of 5 materials / sub systems
Evaluation of 25 domestic companies in addition to the existing 65 companies and launching support programs as part of the Industrial Competency Assessment and Support Program (EYDEP)
Execution of the Defence Industry Summit
