SAYP Programme: Interest of Participation Increases
The Researcher Training Programme for the Defence Industry (SAYP) was initially carried into effect through the cooperation protocols signed in October 2011 by the Undersecretariat for Defence Industries, Aselsan, Roketsan, TAI and Middle East Technical University (METU) and the implementation of the Programme was launched in 2012. Within the following period, the scope of the Programme expanded through the cooperation agreements with the participation of METU, Havelsan, Milsoft and FNSS companies in 25 November 2013, and Gazi University, Roketsan and TAI companies on 20 February 2014. With the memorandum of understanding signed on 9 July 2015, STM joined the companies included in the Programme.
In his speech at the signing ceremony, held at the Undersecretariat for Defence Industries, Deputy Undersecretary Dr. Celal Sami Tüfekçi pointed out that the humble studies they launched reached an institutional level and added that this success would be sustainable with the creation of an eco-system based on information sharing amongst the defence industry companies, SMEs and universities. In addition to the remarks of the President of Gazi University Prof. Süleyman Büyükberber, the Deputy Undersecretary mentioned the insufficiency in converting the know-how of the universities into products and thus their commercialization; he emphasized the need for the development of the products based on information technologies for the accomplishment of 2023 targets in exports.
Budget of 29 projects under the scope of the SAYP has reached 7 million Turkish Liras
In his remarks, Mr. Tüfekçi declared that 29 projects under the scope of SAYP were accomplished as of this July and 36 researchers are to be trained as part of these projects and announced that the total budget is 7 million Turkish Liras. In addition to Mr. Tüfekçi’s remarks, Mr. Büyükberber said, “While selecting their dissertations, all our students are selecting topics in accordance with the requirements of the industry. SAYP bears a great importance in respect of the defence industry and the values achieved during the post graduate and doctorate degrees are really very qualified, therefore all the theoretical information reached in these studies need to be practiced as soon as possible”.
Creation of expert labor force through the SAYP programme
SAYP Programme was carried into effect by the SSM with the cooperation protocols signed between METU, Aselsan, Roketsan and TAI in October 2011 and the implementation of the programme started in 2012. With this programme, conducted by the SSM, while taking the requirements and priorities of the defence industry into consideration and with the systematic progress of the information transfer between the defence industry companies and the universities, the structuring of the post-graduate dissertations prepared in the universities, will be guided by the staff of the defence industry companies,in an aim toward fulfilling the R&D requirements of the companies and their introduction to the privileged areas of the defence industry sector.This approach will provide training of the post-graduate students as qualified R&D personnel in defence issues, partnering with the facilities provided by the defence industry companies.
